New Delhi. Manipur got its first representation in the Supreme Court on Thursday when CJI DY Chandrachud administered the oath of office to 61-year-old Justice Nongmeikhapam Kotiswar Singh as a Supreme Court judge. In a packed Courtroom No. 1 with newly appointed judges, their relatives and lawyers, the CJI also administered the oath of office to Justice R Mahadevan of the Madras High Court as a Supreme Court judge. With the elevation of the two judges, the sanctioned strength of judges in the Supreme Court, including the CJI, has now gone up to 33.
Justice Nongmeikkapam Kotiswar Singh has done a great job following in the footsteps of his father N Ibotombi Singh. His father N Ibotombi Singh was the first Advocate General of Manipur and also a judge in the Gauhati High Court. Which then served as the main bench for all the northeastern states. Justice Nongmeikkapam Kotiswar Singh also became the Advocate General of Manipur in November 2007 and remained in this position till October 2011, when he was appointed a judge of the Gauhati High Court. In February 2023, he was appointed Chief Justice of Jammu and Kashmir and Ladakh High Court.
Justice Singh is possibly the first judge in the history of the Supreme Court to be hospitalised after being shot by a minister in the O Ibobi Singh-led Congress government when he was the advocate general in 2010. The accident occurred when Singh was travelling in a car with the minister. Incidentally, ‘nongmei’ means ‘gun’ in Manipuri.

After completing his schooling from Ramakrishna Mission Vidyapith in Purulia, West Bengal, Kotiswar did his pre-university from St Anthony’s College in Shillong and then joined Kirori Mal College, Delhi University to pursue a bachelor’s degree in political science. He did his LLB from DU’s Campus Law Centre and enrolled as an advocate in 1986. He will retire from the Supreme Court on February 29, 2028.
