Canada has declared Sandeep Singh Sidhu alias Sunny Toronto, a criminal included in the list of fugitive terrorists in India, innocent. The Canadian Security Intelligence Service (CSIS) was investigating the allegations of terrorism against Sunny. The agency has given him a clean chit.
Sunny was posted with Canada Border Services Agency (CBSA). He has been posted back to the post of Superintendent. Sunny is accused of killing Shaurya Chakra winner Balwinder Singh Sandhu in India.
Sandhu was a teacher by profession and anti-Khalistan. He was awarded the Shaurya Chakra in 1993 for fighting against Khalistani terrorism in Punjab in the 90s. On 16 October 2020, he was shot in front of his house in Bhikhiwind, Punjab and he died.
Two people were arrested in this case. He had told that Sunny Toronto had assigned him the task of killing Sandhu. He also named two more criminals Sukhmeet Pal Singh and Lakhveer Singh. Both are Khalistani activists.

Also related to ISI According to the National Intelligence Agency (NIA), Sunny is associated with Khalistani terrorists. He also has links with Pakistani intelligence agency ISI. There are also allegations of collusion between Sunny and ISI in the murder of Sandhu. Sunny is accused of spreading terrorism in Punjab and having links with many Pakistani terrorists.
In October this year, the Government of India included Sunny in the list of fugitive terrorists. Sunny is also a member of the International Sikh Youth Federation (ISYF), an organization banned in India.
India and Canada have expelled each other’s diplomats Amid tensions in relations with Canada, India on October 14 expelled six Canadian diplomats, including Acting High Commissioner Stewart Ross Wheeler, from the country. Hardeep Singh Nijjar was murdered on 18 June 2023. In September, the Canadian PM had accused India of this murder.
On the evening of June 18, 2023, Nijjar was shot dead while leaving a Gurudwara in Surrey city of Canada. On September 18 last year, Canadian Prime Minister Trudeau had accused the Indian government of involvement in Nijjar’s murder, which India rejected.
After this, on May 3, three accused of Nijjar’s murder were arrested. All three accused are Indians. Canadian police said that the police had been keeping an eye on them for several months. They believe that India had assigned them the task of killing Nijjar. Then India had said on this matter that it is an internal matter of Canada.
Why is Nijjar issue important for Trudeau? Canada holds parliamentary elections in October 2025. Khalistan supporters are considered a big vote bank of Canadian Prime Minister Justin Trudeau’s party. However, last month itself, Khalistan supporter Jagmeet Singh’s NDP party, which was part of the Trudeau government, has withdrawn its support.
Due to the break of the alliance, the Trudeau government was reduced to minority. However, in the majority test held on October 1, Trudeau’s Liberal Party got the support of another party. Because of this, Trudeau passed the floor test.
According to the 2021 census, the total population of Canada is 3.89 crores. Of these, 18 lakh are Indians. These constitute 5% of the total population of Canada. Of these, more than 7 lakh are Sikhs, who constitute 2% of the total population.
