According to the information, the Enforcement Directorate (ED) has tightened its grip on M3M Builder and its associate company RS India Infrastructure Private Limited in Gurugram and has temporarily seized 88.29 acres of land worth about Rs 300 crore. This land is located in Bans Haria village of Harsaru tehsil of Gurugram district of Haryana. The ED has taken action under the Money Laundering Act 2002.
It is alleged that M3M builder had acquired this land during the rule of Bhupinder Singh Hooda. In this entire case, it is alleged that the then government sent notices to farmers in the name of land acquisition, due to which the farmers got scared and sold the land to the builders at a low price. Later, the government gave licenses to the builders on this land and overnight this land became worth several hundred crores. The BJP government in the state recommended a CBI inquiry in this entire case and later the ED also entered. Now the ED has taken action in this case.
Investigation based on FIR lodged under various sections
The ED started this investigation on the basis of an FIR registered by the Central Bureau of Investigation (CBI) under various sections of the Indian Penal Code and the Prevention of Corruption Act 1988. The FIR includes the names of the then Chief Minister of Haryana Bhupendra Singh Hooda, the then Director of Town and Country Planning Trilok Chand Gupta, RS Infrastructure Private Limited (RSIPL) and 14 other colonizer companies.
The accused took advantage of the fraud
This case is related to cheating the farmers, general public and Haryana State and Urban Development Authority. The accused issued notification under Section 4 and 6 of the Land Acquisition Act 1894 and due to this the farmers got scared. Later the land colonizer companies forced the farmers to sell the land at a rate lower than the market price. After this the accused took advantage of the fraud by obtaining license on the notified land.
Bought land by scaring farmers
ED investigation found that RSIPL promoters Basant Bansal and Roop Bansal, in connivance with the persons named in the FIR, illegally obtained licenses to set up a commercial colony on 10.35 acres of land. After obtaining the license, they did not develop the commercial colony and later sold the licensed land and company properties to Lowe Realty Private Limited, a subsidiary of Religare Group, at a huge price of Rs 726 crore. However, the company claims that it has not done anything wrong and M3M is a law-abiding company.
